It looks like it is a setting change in the admin console. Google recently changed the behavior, please see the triangle in the image below. From what I understand is that Fundamentals is like the foundation layer of licenses in an account. So if you run out of licenses the user defaults to Fundamentals. So essentially you do have both in the same domain. -- Carly Walkercarlybwalker@gmail.com
