Bio

Tamara Armstrong – CIO and Vice President, Information Technology, Loyola Marymount University

Tamara currently serves as the Chief Information Officer of LMU in Los Angeles, a top-ranked national university rooted in the Catholic, Jesuit, and Marymount traditions. Tamara previously served as CIO for the second largest, two-year public community college district in California, serving approximately 75,000 students in the greater Sacramento region.

Tamara provides innovative and operational leadership for strategic planning, implementation, and improvement of technologies in support of instruction, student services, and administrative services. 

Tamara previously provided executive oversight to the State of California’s multibillion dollar IT Project portfolio to ensure that the State of CA’s investment in IT resulted in expected business outcomes. Tamara provided direction and oversight to the State’s most complex IT solutions, procurements, and innovations. Tamara has served in various IT leadership positions in the areas of Network, Infrastructure, Information Security, Desktop Support, and Application development. Tamara has over 15 years serving as a C Suite Executive including the Executive Director of the CA Statewide Project Management Office and a Chief Information Security Officer. Tamara has extensive experience collaborating with executives from the Governor’s administration, delivering testimony to the CA Legislature, and collaborating with public and private sector leaders. 

Tamara also has extensive experience in Project and IT Management and has successfully managed complex multi-million dollar projects of a technical and non-technical nature. Tamara has also held executive leadership positions on two of California’s largest IT Projects, the California Child Support Automation System project and the Financial Information System for California (FI$Cal) project, one of the largest business transformation and ERP implementation projects in the world.

Tamara has served in Executive and Leadership positions in the private and public sector in various IT and Financial Management related capacities.

Tamara is certified in Project Management, Organizational Change Management, Agile development methodologies, and ITIL Service Management and has frequently served as a speaker and trainer regarding Information Technology, IT Procurement, and Project Delivery for audiences exceeding 1,000 attendees.
