2007 Policy Conference: Why Higher Education Advocacy Matters on IT Policy

The closing keynote speech at the 2007 Educause Policy Conference was delivered by James X. Dempsey, Policy Director at the Center for Democracy and Technology in Washington, DC. The key concerns of higher education examined at the 2007 Policy Conference are also among the priorities of the Center for Democracy and Technology, which seeks to promote user empowerment, open access, and free expression. This speech, entitled "Why Higher Education Advocacy Matters on IT Policy", examines how and why the university and academic communities should continue their advocacy on these issues, with the goal of promoting innovation, trust, and access to information. This podcast has a runtime of approximately 25 minutes.

George Tenet on who should be allowed online

The blogosphere is abuzz over what George Tenet said last Wednesday (Washington Times - UPI):

"I know that these actions will be controversial in this age when we still think the Internet is a free and open society with no control or accountability," he told an information-technology security conference in Washington, "but ultimately the Wild West must give way to governance and control."

Access to networks like the World Wide Web might need to be limited to those who can show they take security seriously, he said.

Expanded versions of the UPI report have been published by Space Daily, Prison Planet, and others. Why only UPI? Because…

The national press, including United Press International, were excluded from yesterday's event, at Mr. Tenet's request, organizers said, but UPI was given an account of the speech by a member of the audience. The quotes were verified by a source close to the former director.

Some Blog-space headline writers are reacting strongly:

Tenet: Internet Freedom Must Die (Undernews)

Tenet calls for Government Control of the Internet (LibertyPost)

Tenet: Lock Down the Web; Only the 'security serious' may enter (Broadband Reports)

But Tenet has his supporters as well, such as these on Broadband Reports:

"It sounds to me like Tenet wants to kick all the idiots who don't update, patch and generally secure their machines (the same ones who ultimately become spam relay machines and virus proliferators) off the Internet. Why is this a bad thing? … We should kick the idiots offline."

"A license for PC use is a welcome idea imo. Bring it on!"

"Ultimately, every public entity must give way to control by an authority."

"You should have to take a test to both own a computer and have internet access."

The folks at p2pnet, of course, see it through their own lens:

Tenet's observations will be music to the ears of the entertainment industry. Expect to see more media references to p2p and 'threats to the US' via its economy, as represented by the Big Four record label cartel and seven major studios.

What I expect is an increasing crescendo of calls to "lock down the Internet". The mantra will arise from law enforcement, legislators, publishers, network administrators (on- and off-campus), and a variety of others who value control and constraint more than freedom and flexibility. It's a discussion that's been underway from the earliest days of the net, weighing the goose's golden eggs against the mess and the smell and the incessant honking.

It's not yet time to speak of the Internet in the past tense, but the goose is looking worried.

	Steve

This message reflects the opinions of the author, and not necessarily those of EDUCAUSE or its members.
