In this free December 1 EDUCAUSE Live! Web Seminar, Leading the IT Workforce in Higher Education, presenter Phil Goldstein, ECAR Fellow, EDUCAUSE, and President, Philip J. Goldstein & Associates, LLC, will present the results of his recent ECAR research on IT leadership. The research examined critical topics including the potential impact on the workforce of boomer retirements, succession planning, and leadership effectiveness. Goldstein will also present rising leaders' perspectives on the CIO role.

Frye Leadership Institute Now Accepting 2009 Program Nominations

The Frye Leadership Institute offers a unique leadership development opportunity and is designed to develop the next generation of higher education leaders emerging from IT and library backgrounds.

From May 31 to June 11, 2009, participants will gather at Emory University for an intensive residential experience that exposes them to higher education leaders and luminaries from around the country. A significant amount of personal and professional growth results from the networking and group exercises that bring a diverse set of international participants together to share, explore, and learn. Presentations are intermixed with case studies, brainstorming, role-playing, problem solving, and reflection. In this dynamic program Frye helps participants develop:

Habits of mind that help them think strategically and communicate clearly with diverse audiences
A broad perspective on higher education, its values, issues, and challenges
Confidence in their ability to address complex issues
A strong network of colleagues and friends

New ECAR Study on Leading the IT Workforce in Higher Education

EDUCAUSE announces a new EDUCAUSE Center for Applied Research (ECAR) study, Leading the IT Workforce in Higher Education, by Phillip J. Goldstein. This 2008 ECAR research study builds on the work done in 2004 by ECAR in its original study of information technology leadership. The 2008 study addresses the following questions, among others:

How significant a transition in leadership positions are we likely to see in the next few years?
How confident are IT leaders in their skills, and how effective are their leadership styles?
How is the position of IT leader viewed by those who might aspire to it?

Abstract:
Campuses today face a growing number of clashing cultures. Faculty struggle with traditional methods of teaching in an environment where demands for flexibility and convenience are rising. Learners increasingly treat a college degree like a commodity. Battles rage over resources allocation. Politicians are exerting influence on campus operations and outcomes. This session will address these issues and the role IT departments need to play to help higher education not just survive, but thrive.

Notes

Beverage began his talk with a look at two cultures the sociological transformations versus the technological transformations happening today. He described the sociological transformations as "it's an "us" vs "them" world now in higher education" but we have to understand who are "us" and who are "them" in this scenario.

Beginning with the evolutions of service paradigms, he described the
instructional paradigm where an institution exists to provide "me" with instruction ( student's perspective)
Vs
Learning Paradigm where an institution exists to provide "me" with a learning opportunity (customer perspective)
Vs
Commodity Paradigm where an institution exists to provide "me" with a degree (consumer perspective)

Students became customers and then moved to the commodity paradigm.

The impact on faculty includes

Expectations of seamless transferability
Expectations of "convenience" factor
Expectations of faculty access and responsiveness
Beverage quoted Aimee Luebben "Some students enter universities believing that the fast-food principals of convenience, on-demand, and instant response can be generalized to education"
They want a faculty's email address, cell phone, etc...

He discussed the impact of student evaluations that can drive the teaching process and mentioned www.ratemyprofessors.com where faculty are rated on quality, easiness, and sexiness
Studies found that students gave sexy professors higher quality and easiness scores than non-sexy professors.

On the technology side, faculty feel administrative pressure to expand the use of technology within their instructional activities and must do so with

insufficient professional development opportunities
inadequate training on new technology
unclear expectations

He said the cost of technology must be calculated on hardware costs and soft costs which includes training. The soft costs are more than ½ the total costs.

Beverage offered a game show of questions from a 2005 survey of college and university presidents done by the Chronicle

#1 presidents' main concern is Money - funding, costs, costs, costs
#2 whom do presidents meet with weekly - CFO
#3 what do presidents feel they are most unprepared to do - fundraising
#4 over 96% agreed they'd rather spend their time golfing

About us - the Higher Education environment

Higher education serves the 'economy'
Increasing emphasis on workforce development
Much emphasis on where and what research will get funding
[He said that Thomas Friedman, the journalist, is impacting public policy. In Ohio, where Beverage is from, politicians read Friedman's book last year - it may have been the only one they did read.]
Spellings commission report talks about a change from a system primarily based on reputations to one based on performance (accountability, meeting expectations, outcomes)

Beverage indicated that the relationships between academia, industry, and the state were once distinct but now lines are blurred so that these now overlap particularly in issues of governance.
He believes there has been an erosion of the idea of the public good of education.

We now have a changing culture within higher education

Consumers who used to be students have become transactional (as in commerce). Examples included:

Fee for services (tuition for a degree)
Demand for alternative delivery options
Higher education as a "for-profit" enterprise

There is increasing litigation from students including a rapid increase in tort litigation and Student bills of rights.

Beverage talked about student consumerism via results of a survey done by Delucchi & Korgen in 2002.

73.3% would take course in which "I would learn a little or nothing but would receive and A"
52.6% believe "It is the instructors responsibility to keep me attentive in class"
42.5 % "said if I pay - I'm entitled to a degree"
23.6% said "Instructor should take into account the degree that I need in a class"

He also described the contractual relationship as is being defined in the courts and gave some data on cheating:

17,401 students at 19 schools participated in a survey where
50% have observed cheating
54% believe if they cheated their friends or fellow students would not disapprove
73% would not report cheating they observed
41% worked on an assignment with others when the instructor asked for individual work
32% copied (by hand or in person) another student's homework
32% paraphrased or copied a few sentences from an Internet source without citing the work
30% paraphrased or copied a few sentences from a book or other hardcopy media (not electronic/web-based) without citing the source

He also noted that reports show that women who switch into technology majors cheat more than women who are in general education majors - this was in order to get better grades which would lead to better jobs.

Beverage asked: Are we looking at two competing cultures that can be balanced or do we need to look at an integrated view of these cultures. Much transition has taken place because of technological and much from demands on society. He cited Bruno La Tour's Aramus; or the love of technology "Socio-techno-logical systems never fail for lack of technology, they always fail for social reasons.

The key, Beverage said, was if you want to live long and happy lives you must be able to tell "us" in our language what "we" need to know. You must translate the technological problem and give the solution but in not technical language. His example was:

sociological problem - Cheating on online exams -> convert it into->
technological problem - technology makes it easier -> and identify->
technology solutions - use lockdown browser to prevent access to other sites/disable printing, selecting, copying -> restate->
sociological solution - "control the process"

His second example was:

sociological problem - communicating with ALL stakeholders in an emergency-> convert it into
technological problem - array of technologies available, timeliness issue, not knowing what resources will be available -> and identify
technological solution - develop comprehensive system to broadcast to all -> restate->
sociological solution - relevant effective and timely info is provided to all stakeholders at appropriate times during an emergency

Beverage says that we must deal with and articulate with the social issues when we communicate with our stakeholders.

His take-home message was to forget more computer classes if you want to impact your career because the study of business is the study of systems but the study of management is the study of people.

Beverage's list of competencies needed by IT professionals include:

Ability to think strategically from both sociological and technological perspectives
Strong leadership, communication, customer service skills
Ability to create and manage strategic partnerships
Understand change and how to take advantage of the opportunities that change affords
Must be a self-directed constant learner - develop your learning skills

During the Q&A period he added the following point.
Rigor is still critically important. We want to do more than graduate students. We want to graduate students who can succeed.

I was really looking forward to hearing more about Microsoft Live@Edu, communication strategies (texting, portal and othe web services), LMS and organizational strategies for IT units at other colleges. But I didn't make it out to Seattle this year because we are getting ready to meet our first milestone for MICA Connected.On Monday we will release Oracle/PeopleSoft Campus Solutions 9.0 to our community. Along with CS 9.0 we are upgrading our Oracle/PeopleSoft portal and with a entirely new approach to branding and integration with our main web site.I'm optimistic that after we launch these new systems on Monday I'll have some time to catch up on all the news from Educause 2007.

The EDUCAUSE Seminars program, led by expert members of the higher education IT community and EDUCAUSE staff, presents an opportunity to spend a full day exploring one of various important topics in higher education IT, with the convenience of close location, low cost, and minimal time commitment.

Survival Training for New Managers

Those who have recently shifted from a technical IT role on campus to a management position or are planning to do so in the near future will benefit from attending Survival Training for New Managers. In this one-day seminar, Marilu Goodyear, a professor in the Public Administration Department of the University of Kansas, will present the critical basics of the management role, such as how to keep a unit's work aligned with the overarching mission and goals of the institution; how to hire, manage, develop, and motivate staff; and how to manage the demands on personal time and maintain a life balance.

A Blueprint for Handling Sensitive Data

Those looking for new ways to tackle challenging issues created by information security risks at their college or university will benefit from attending A Blueprint for Handling Sensitive Data: Security, Privacy, and Other Considerations. In this one-day seminar, Shirley Payne and Jim Jokl, both directors at the University of Virginia, will outline a blueprint for protecting sensitive data according to the EDUCAUSE/Internet2 Computer and Network Security Task Force. Summer EDUCAUSE Institute Programs Offer Management and Leadership Training

The EDUCAUSE Institute will offer two weeklong programs this summer—the Management Program and the Leadership Program—in Boulder, Colorado, to help IT managers and leaders develop and expand the skills necessary for sound IT leadership in higher education institutions. About the Leadership Program

Aspiring campus IT leaders or Management Program graduates who attend the Leadership Program, June 24–28, will enjoy time away from on-the-job demands to interact with peers, recharge vision, and hone skills. Among the areas covered are:

Optimizing the use of IT in light of both institutional culture and technological demands
Shaping expectations and setting service strategies
Improving personal performance and advancing your career

Management and Leadership Development for IT

Part of my responsibilities at EDUCAUSE include oversight of our programs in IT Management and Leadership development. Early in March, EDUCAUSE's Professional Development advisory committee will be meeting to review, among other things, the kinds of management and leadership development programming and resources that EDUCAUSE offers, and to discuss the needs of our community. The committee will make recommendations to the association about future EDUCAUSE efforts in this area.

I am anxious to hear from members of our higher ed IT community about what kinds of professional development opportunities you think are important, in particular in the area of developing new managers and leaders. You can learn about some what we already offer by viewing this matrix.

Some things to think about:

What kinds of professional development programs do you find most valuable?
What doesn't EDUCAUSE do in this space that you think we should be doing?
Would you like to see more activities that are online/virtual? F2F? Why?

Perspectives from aspiring managers and leaders as well as from those who are now playing the role of mentor to younger staff are most welcome! I look forward to any comments and dialogue. Your thoughts will be shared with our committee at the March meeting.

EDUCAUSE 2005: Swapping Award Stories with the Team from Virginia Tech

When I saw that John Moore, Shelli Fowler and Anne Moore from Virginia Tech (VT) were making a presentation at the conference I was so happy that I could meet more online friends and colleagues face to face. John, Shelli and Anne presented the third of a series of synchronous online events we called Educating the Net Generation Webinar Series and the third was titled "Faculty Development for the Net Generation". These live webinars were attended by participants from 14 universities across Singapore, Australia and New Zealand. At one point we had 230+ people online simultaneously and the series reached over 500 people. These sort of live online events, where more than one location have numbers of people in attendance, are called Multiple Venue Presentations (MVPs) and I had to develop some new ways to manage the participation and interactivity.

Not only was I planning a podcast with them, it was especially thrilling for we had received a Live Online Award called a LOLA for the Educating the Net Generation webinar series in the category of "Creativity in Synchronous Design". I was advised of this while at Educause 2005 and was able to record an acceptance speech while in the USA. I also had a particularly enjoyable time announcing the award, to Diana Oblinger's complete surprise, at an Educause Learning Initiative (ELI) meeting of about a 100 people.

Like the webinars series, this podcast felt like it had a cast of hundreds well that's a bit exaggerated, but it certainly was the most people I had interviewed at any one time so far. It started with just three but as other Virginia Tech team members jumped in with great contributions, the final podcast contributors involved were:

It was also a particularly meaningful time for the VT team as they were presenting about the Faculty Development Institute (FDI) which was featured in and helped Virginia Tech win an Educause Award for Systemic Progress in Teaching and Learning. In part this award reads: "Today, 85 percent of the university academic departments participate in online distance education. More than 90 percent of the faculty have participated in Faculty Development Institute programs, leading to more than 100 course transformation projects over the past five years through grants totaling more than $3.1 million. The Math Emporium alone serves 6,000 students each semester. " This podcast had a lot to discuss.

The Educause awards are very prestigious and one of the conference highlights was the video announcemnt at one of the Keynotes. This award video showcases some really cutting edge initiatives and people. It is worth a watch.
