Abstract:This is a summary of a report published by the State Higher Education Executive Officers (SHEEO). The report explores the policy and implementation issues involved in providing universal student access to technology, which means ensuring each student has 24-hour access to a laptop computer and the Internet. The paper discusses the rationale for a universal access strategy, the required institutional support structures, options for financing, examples of implementation approaches and other prerequisites for success.
