Mike Flanagan, the Michigan state superintendent of public instruction, offered the proposal as a way to help students in the state prepare for college and for professional lives, which he said increasingly employ technology. The board is expected to pass the new regulation, which would make Michigan the first state to require an online course for a high school diploma. Kathleen N. Straus, president of the board, said, "We think we'd be on the cutting edge" if they pass the new rule, which would still require the approval of the state legislature and the governor. Negroponte has said that such a device would bring the fruits of technology to millions of schoolchildren in developing nations, spanning the digital divide and spurring economic development. According to those involved with the project, a number of countries have expressed interest, including Brazil, China, Egypt, Nigeria, Thailand, and South Africa, though development remains before orders can be placed. In addition, the governor of Massachusetts has called on his state to provide the new laptops to every middle and high school student. Critics of the program argue that people in developing nations often need more basic supplies, such as food and clean water, and some also note that the educational value of laptops for every student has not been proven. The devices use the Linux operating system and flash memory; they do not include cameras or DVD-ROM drives, as originally planned. The reform effort was an online collaboration among four teachers in 4th and 5th grades classrooms to implement a design problem-based unit meant to develop higher-order thinking responses in students. The unit design principles are correlated to current research in the cognitive sciences and the teachers' efforts at implementing reform are correlated to current research in theories of innovation. The group has put together education packs that include lessons about copyright, royalties, and downloading music on the Internet, as well as how these issues affect the creation of original work. Music piracy in the United Kingdom is blamed for a steady decline in recent years in CD sales and for significant financial losses to recording companies and to artists and songwriters. In addition to limiting copyright violations, the education packs, which have been requested by more than 1,600 schools, are designed to prepare children for possible careers in the music industry.
