The Federal Government and Identity Management: An Update

The federal government promotes identity management, both within the government and between the government and other organizations. For example, standardized smart cards are being deployed throughout the federal government and distributed to certain contractors and grant recipients. NSF, NIH, and the Department of Education have expressed interest in pilot projects aimed at interfederating with higher education groups. These and related initiatives will be discussed by representatives of the participating agencies.

Delegated Guest Access to Secure Networks

Security on advanced wired and wireless networks is a concern for all institutions. Intruders can cause serious operational, legal, and productivity problems. Requiring user authorization can improve security, but creates problems for legitimate uses such as visitors. This session will present a novel and secure guest access control solution implemented using 802.1x, public key infrastructure (PKI), and delegation.

PKI: A Technology Whose Time Has Come in Higher Education

PKI technology addresses many of higher education's increasingly urgent needs for cybersecurity. This session will present a vision for PKI that enables strong and universal digital authentication, signing, and encryption applications in higher education. We will also describe Dartmouth's production deployment as a practical example of PKI at work.

Deploying PKI: Current Developments

PKI is being actively deployed at a number of campuses. Additionally, the Higher Education PKI Bridge is being cross-certified with the Federal Bridge, and PKI is being aggressively pursued by many government agencies. This session, in collaboration with the Net@EDU PKI Working Group, will present examples of PKI deployment in higher education, review the status of the PKI bridges, and provide advice and encouragement for campuses planning near-term deployments.

Current Developments in PKI

Over the past year there have been several exciting developments in PKI for higher education: The Shibboleth authentication/authorization system has made great strides; Internet2 has formalized arrangements for a "sector CA" to issue specially authenticated campus certificates; administrative and operational arrangements for the Higher Education Bridge have crystalized; and the National Institutes of Health Phase III Pilot has created an eye-opening proof of concept for electronic grant applications. At this session, several of the key individuals involved in these projects will describe the nature and impact of their activities.

Who's Deploying (Not Inventing) PKI?

PKI deployments are spreading throughout higher education. Although many tricky problems remain to be solved, many offices, departments, and entire campuses have found the current state-of-the-art PKI technology adequate for their needs. This session, offered in collaboration with the Net@EDU PKI working group, will review some of the more exciting examples of PKI deployment in higher education.

Developing and Deploying a PKI for Academia

Dartmouth College is conducting research and development to move PKI from an intriguing technology to a practical component of a campus network. The project is a multicampus collaboration sponsored by the Mellon Foundation to foster the adoption and application of PKI technology. Results to date and current research questions will be presented.

Federal PKI Initiatives: Building PKI Interoperability

The ESIGN Act, GPEA and other enabling legislation have created the legality and mandates for implementing electronic signature in the U.S. There are large implications for the deployment of PKI and digital signature for broad sectors of government and industry. The Federal Government is building the technical and policy infrastructure for PKI interoperability to support common, national digital signature processes for citizens, business, and government. This session will describe the policy and technical framework for PKI through the Federal Bridge Certification Authority (FBCA) and the Federal Access Certificates for Electronic Services (ACES) PKI programs. This session will discuss the implications of these initiatives on the post-secondary community and the relation of these efforts to the Higher Education Bridge Certification Authority and other industry initiatives.

Inter-Institution PKI: Bridging the Gap

Bridge CA's allow PKI systems at a variety of organizations to interoperate. In the last several months, two important bridges have been tested: A Federal Bridge, which links PKI systems of several government agencies, and a Higher Education Bridge (HEBCA), which currently links three educational institutions. This session will discuss both of these bridges, and will describe a pilot project in which researchers and administrators from the three HEBCA schools submitted digitally-signed grant applications to the NIH.
