Starting in 2004, Virginia Tech introduced an open-source portfolio and course management system (Sakai) and realized the additional support needs of open-source products.

It is simply not possible for any one vendor to meet even a significant majority of the needs across a complex institution. An emerging set of open interoperable technologies allows application providers to deliver specialized solutions while preserving the continuity of the user experience and consistency of data.
