 <title>Rita Colwell, Director of the National Science Foundation, Speaking at the EDUCAUSE &#039;99 General Session</title>

 <description>The role of information technology in today&#039;s science and technology enterprise is analogous to the mythological thread of Ariadne which guided the Greek hero through the treacherous labyrinth. We can follow this thread back, tracing NSF&#039;s role in the history of the Internet, and forward to glimpse future frontiers. Today, we find the thread of IT connects all disciplines of science and engineering. The IT-squared initiative (Information Technology for the 21st Century), led by NSF, will strengthen the fiber of IT and its links to all fields. Advances in other NSF priority areas--biocomplexity and educating our future workforce--are intertwined with progress in IT. We need to connect the thread to new areas-extending science and engineering education to underrepresented groups and bringing advanced networking to the broader higher education community.</description>

 <title>Bridging the Digital Divide in Higher Education</title>

 <description>Making the educational experience inclusive of people with disabilities has benefits for all learners. Modifications and enhancements intended for learners with sensory, physical or learning disabilities often make the learning environment more flexible and engaging for students without disabilities. This paper will present several initiatives that promote inclusive teaching and learning, but also advance on-line learning, pedagogically and technically.</description>

 <title>The Internet: New Engine of Inequality?</title>
 <link>http://connect.educause.edu/display/39059</link>
 <description>The authors review recent developments in information technology and distance learning, and how they combine with economic forces to fuel a global market for higher education. The paper focuses particularly on the question of access: Will the &quot;virtual university&quot; expand opportunities for those who have traditionally been underrepresented in higher education? The Internet shatters barriers of time and space, but emerging technologies may, in fact, deepen the divide between the educational haves and have-nots, and the marketplace alone will not fix the problem. Public policy must intervene to narrow the &quot;digital divide&quot; between whites and minorities, the wealthy and less advantaged.</description>
