To address requirements for a fair and sustainable network cost recovery process that enables a nonrestrictive world-class network service, Cornell has implemented a new network billing model. The strategy includes "charging by the bit" to more than 25,000 university faculty, staff, and students for consumption of Cornell's wide area network resource.
