Abstract:The United States Patent and Trademark Office received written comments from intellectual property organizations, law firms, businesses, and patent practitioners in response to the United States Patent and Trademark Office's 21st Century Strategic Plan proposing changes to the rules of practice to improve the patent application and examination process. The comments and the Office's responses to those comments are included in the discussion of the specific rule to which the comment relates.

Abstract:The Federal Trade Commission published this report on how to promote innovation by finding the proper balance among competition, patent law, and policy. The report makes several recommendations for the patent system by proposing legislative and regulatory changes to improve, including, but not limited to, patent quality, limits on awards of damages for willful patent infringement, and increased communication between the antitrust enforcement agencies.
