Reforming IT Governance at Berkeley: Introducing an Enterprise Perspective to a Decentralized Organization

This ECAR case study complements the 2008 ECAR study, Process and Politics: IT Governance in Higher Education, by Ronald Yanosky with Jack McCredie. ECAR undertook this case study of the University of California Berkeley to demonstrate how a large, decentralized research university approaches a complete rethinking of a campus information technology (IT) governance structure and the steps taken to initiate the transition to the new structure.

Citation for this work: Spicer, Donald Z., and Judith A.
Outdoor Sirens, Low-Tech but Highly Effective, Bolster Colleges' Emergency Responses

Colleges and universities around the country, ever more mindful of campus safety, are installing outdoor sirens. The systems can blast spoken messages or tone alerts of danger—and one of the preset messages on many of the public-address systems warns: "There is a shooter on campus. Seek shelter immediately."

The Situation Room: A Case Study Using Adobe Connect to Manage Support Trends and Large-Scale Implementation with Limited Resources

In the summer of 2007, Clemson University faced a large-scale e-mail system implementation. Looking for innovative ways to maximize limited staff resources, IT support managers created the Situation Room. Using Adobe Connect, support managers linked in real time to support personnel in the field to provide expert advice and up-to-date information throughout the implementation. The experience was successful, and the Situation Room was used to manage fall semester start-up support issues. Now at any time during support hours, IT personnel can enter the virtual room to find out about support issue trends and systems status and to access subject experts.

Media Services at Georgia Tech: Strategies and Lessons Learned

Georgia Tech has offered a centralized video streaming service for over a decade. Initially supported as a traditional shared hosting service with users maintaining their own directories of content, the dramatic growth in volume in recent years has required a different approach. We are currently developing Open Media Services, an open source web service, which will provide multimedia storage, management, conversion, and streaming to various systems on campus (course management, classroom capture, iTunesU, podcasting, institution repositories, and more). The session will cover goals, strategies, and lessons learned related to this project and streaming media architectures in general.

7 Things You Should Know About Wii

The Wii is a video game system that uses a wireless controller capable of sensing position and motion, allowing users to interact with the game applications through physical movements. The controller has captured the interest of academic researchers and hackers, who have used the technology to create applications such as a collaborative choreography tool and an inexpensive, interactive whiteboard. Wii technology is used as an input device in virtual worlds and as a training tool that allows learners to perform physical tasks in a digital, risk-free environment.

The "7 Things You Should Know About..." series from the EDUCAUSE Learning Initiative (ELI) provides concise information on emerging learning technologies. Each brief focuses on a single technology and describes what it is, where it is going, and why it matters to teaching and learning. Use these briefs for a no-jargon, quick overview of a topic and share them with time-pressed colleagues.

In addition to the "7 Things You Should Know About…" briefs, you may find other ELI resources useful in addressing teaching, learning, and technology issues at your institution. To learn more, please visit the ELI Resources page.

Community-Generated Media

Community-generated media is the real-world equivalent of “user-generated content” online. As our major media begin to roll out into our streets via wireless networks, handheld devices, and public displays, an exciting opportunity arises for the personal and social potential of these media to foster a "Renaissance 2.0" within our cities and community spaces. Ambient urban media still follows a broadcast paradigm (like TV), whereas the primary dynamic of public space is social (like the Internet). Humanity's participative nature will make it possible for communities to collectively create vibrant, hyperlocal identities for themselves through media. Think of CGM as a “strange loop” where communities generate media that generate community.

Vogt will introduce the CGM program currently under way with the Mobile MUSE Network in Vancouver. The network has designed a mobile services platform to enable the staging of collective media experiences streamed between handheld devices and public displays. A pair of showcase projects explore "a tale of two cities"—the remarkably parallel aspirations of the Whistler ski resort and Vancouver's downtown eastside, each seeking to tell its own story with mobile media.

Process and Politics: IT Governance in Higher Education - Corporate Edition

This 2008 ECAR research study examines the extent of participation in IT governance by campus leaders and constituents; the use of IT governance mechanisms such as IT steering committees, project review, and performance measurement; and practices associated with good IT governance outcomes. The report is based on a literature review, consultation with practicing CIOs experienced in IT governance, and a web-based survey that was distributed to institutional representatives (mostly senior IT leaders) at 1,648 EDUCAUSE member institutions in June and July 2007. We received 438 responses (a 26.6 percent response rate to the survey). In addition, we received 216 responses from 59 institutions to a quantitative web-based survey for participants in IT governance who work outside of central IT. In addition to reporting the findings from these quantitative tools, this study includes feedback from interviews with 28 senior IT leaders from a mix of institutions. The interviews were designed to gain deeper insights into findings from the quantitative analysis and to capture additional ideas and viewpoints. A non-profit edition is available here.

Citation for this work: Yanosky, Ronald, with Jack McCredie. Process and Politics: IT Governance in Higher Education (Research Study 5).
A Bridge Between Blackboard and Open Source?

"Blackboard, the dominant player in course management software, has the ability to inspire devotion and, for the more fervid open-source adherents, not a little contempt. So today’s announcement may cause a stir among those more apt to liken Blackboard to the devil than a gentle giant: The company is partnering with Syracuse University to develop a way to integrate Blackboard with Sakai, one of the primary open-source alternatives."

The Data Center Within a Data Center: Building a Secure Environment for Compliance

PCI compliance can be daunting, particularly in a university network environment. Notre Dame chose a data center within a data center approach to simplify compliance and minimize integration issues. This project includes implementing the data center, a virtual network to support point-of-sale devices, and related operational procedures.

In Lawsuit, University Asserts That Downloading Copyrighted Texts Is Fair Use

"In a closely watched copyright-infringement lawsuit, Georgia State University fired back this week at its accusers, three academic publishers that say the institution invites students to illegally download and print readings from thousands of works. The university asserts that its online distribution of course material is permitted under copyright law's fair-use exemption. "

Free and Open Source Options for Creating Database-Driven Subject Guides

This article reviews available cost-effective options libraries have for updating and maintaining pathfinders such as subject guides and course pages. The paper discusses many of the available options, from the standpoint of a mid-sized academic library which is evaluating alternatives to static-HTML subject guides. Static HTML guides, while useful, have proven difficult and time-consuming to maintain. The article includes a discussion of open source database-driven solutions (such as SubjectsPlus, LibData, Research Guide, and Library Course Builder), Wikis, and social tagging sites like del.icio.us. This article discusses both the functionality and the relative strengths and weaknessess of each of these options.

Meeting Communications Needs in Campus Dorms

For the past decade, campuses in the United States have been offering comprehensive communications services in campus dorms that include high speed Internet, cable television, and telephone services (local line, long distance, and voice mail in some cases). With students migrating to other forms of personal communications such as cell phones and text messaging, campuses are reevaluating the need for telephone lines in the dorms. This panel will discuss the implementations at both Notre Dame and Texas A&M University. Included in the discussion will be student opinion polls, wireless alternatives, and E911 and other safety considerations.

Open Doors and Open Minds: What Faculty Authors Can Do to Ensure Open Access to Their Work Through Their Institution

Recently, on February 12, 2008, the Faculty of Arts and Sciences (FAS) at Harvard University took a landmark step. The faculty voted to adopt a policy requiring that faculty authors send an electronic copy of their scholarly articles to the university’s digital repository and that faculty authors automatically grant copyright permission to the university to archive and to distribute these articles unless a faculty member has waived the policy for a particular article. Essentially, the faculty voted to make open access to the results of their published journal articles the default policy for the Faculty of Arts and Sciences of Harvard University.

Inspired by the example set by the Harvard faculty, this White Paper is addressed to the faculty and administrators of academic institutions who support equitable access to scholarly research and knowledge, and who believe that the institution can play an important role as steward of the scholarly literature produced by its faculty. This paper discusses both the motivation and the process for establishing a binding institutional policy that automatically grants a copyright license from each faculty member to permit deposit of his or her peer-reviewed scholarly articles in institutional repositories, from which the works become available for others to read and cite.

Information Behaviour of the Researcher of the Future

This study was commissioned by the British Library and JISC to identify how the specialist researchers of the future, currently in their school or pre-school years, are likely to access and interact with digital resources in five to ten years' time. This is to help library and information services to anticipate and react to any new or emerging behaviours in the most effective way. In this report, we define the `Google generation' as those born after 1993 and explore the world of a cohort of young people with little or no recollection of life before the web.

Exploring Tangible Benefits of e-Learning: Does Investment Yield Interest?

The first decade of the 21st century is already on the wane and we stand at an interesting point as regards the use of technology to support and enhance learning and teaching. The fact that we still refer to much of this enhancement as e-learning (and still disagree about what the term actually means) signals that the relationship between technology and learning is not as yet an entirely comfortable one. e-Learning still carries with it a sense of something 'other' and few institutions can say that a sound understanding of available technologies, their capabilities and current examples of appropriate usage, forms a cornerstone of the curriculum design process.

Within the academic community there remains a sizable proportion of sceptics who question the value of some of the tools and approaches and perhaps an even greater proportion who are unaware of the full range of technological enhancements in current use. Amongst senior managers there is a concern that it is often difficult to quantify the returns achieved on the investment in such technologies.

On the other hand those in the vanguard of technical developments are already signalling the 'Death of the VLE' (Stiles 2007) and heralding a new set of approaches based on a different pedagogic outlook and on the underlying technologies and social and collaborative tools that are collectively labelled the Web 2.0 phenomenon.

ITIL Service Management Practices: Third Time’s the Charm

Since its inception, the Information Technology Infrastructure Library (ITIL) has remained the most widely recognized and adopted framework for IT service management. The many benefits of ITIL have become widely known and continue to grow as the community of practice matures. Most institutions using ITIL started with version 2 and are in the midst of their adoption process. Version 3 represents a significant change in the architecture of ITIL. ITIL version 3 aligns service management with evolving business environments, rapidly advancing technology, compliance requirements, and governance models, and it shifts ITIL from a process focus to a lifecycle focus. This research from the Burton Group discusses the notable shift in terms of how IT is viewed in the overall context of the institution.

Links to documents within this file might require secure access to restricted Web sites.

Burton Group (www.burtongroup.com) provides technically in-depth research and advisory services for colleges and universities, government agencies, and commercial enterprises. Burton Group's practical and unbiased research and advice helps technologists make smart IT infrastructure decisions in increasingly complex environments. Burton Group covers directories, identity management, application platforms, architecture, and network and telecom infrastructure topics. Like ECAR, Burton Group is an unbiased advocate for the user and more than 80% of Burton Group's clients are user organizations rather than suppliers. EDUCAUSE member institutions can become users of Burton Group research services through EDUCAUSE pricing. Burton Group is an ECAR partner and can be contacted by email at slesueur@burtongroup.com or by telephone (801-373-5767).

"This spring, in the wake of nearly two years of conflict in which the U.S. Education Department was widely perceived as trying to transform higher education accreditors into enforcers in its campaign to prod colleges to produce better student learning outcomes, an alarmist view of the future of accreditation seemed entirely in order. "

Games for Higher Education: 2008

Learning via computer games: the very idea can seem surreal or outrageous. Yet for the past five years, a movement has been afoot to examine how digital games work as pedagogical devices. Starting with the publication in 2003 of James Paul Gee’s landmark What Video Games Have to Teach Us about Learning and Literacy, faculty, technologists, and librarians have been exploring how we can learn from and also teach within computer games. This column will survey what this movement has discovered.

Averting a Digital Katrina: Sustaining Trust in the Research Infrastructure

The author argues that there is a critical need for "long-term management and preservation of the digital information, together with mechanisms and policies that encourage people to discover and use it, check references, replicate experiments, and build on each other’s results—whether or not the actual products look like the contemporary journal article."
