Cyberinfrastructure and Emerging Scientific Data and Knowledge Systems

Scientific progress and discovery increasingly hinge upon analysis of a wide variety of data sources. With these datasets growing ever larger and more complex, we are increasingly challenged in the areas of management, preservation, integration, and access to high-level services that facilitate inquiry and hypothesis testing. We are also seeing an increase in geographically distributed resources. For science to advance, we must develop new knowledge-based environments that allow researchers to easily query and analyze vast holdings of diverse, distributed data. NCAR has joined a number of collaborations aimed at addressing critical science and societal challenges, ranging from the Intergovernmental Panel on Climate Change (IPCC), the International Polar Year, regional climate modeling, solar-terrestrial science, digital preservation, and more. We will survey these areas, discuss some of the challenges we face in developing effective cyberinfrastructure, and briefly touch on the important migration towards "science gateways" and knowledge-based environments.

Cyberscholarship: High Performance Computing Meets Digital Libraries

In April 2007, the US National Science Foundation (NSF) and the British Joint Information Systems Committee (JISC) held an invitational workshop on data-driven science and data-driven scholarship, co-chaired by Ronald Larsen and William Arms, who jointly authored the final report. The report used the term cyberscholarship to describe new forms of research that become possible when high-performance computing meets digital libraries. | [1] Elsewhere in this issue of the Journal of Electronic Publishing, Ronald Larsen describes the workshop and its conclusions. In this article, William Arms gives a personal view of the motivation behind the workshop and the roles of libraries and publishing in achieving its goals.

IT Governance: Solid Structures and Practical Politics

Presentation at the Sixth Annual ECAR Symposium, December 5-7, 2007, in Boca Raton, Florida. Higher education IT organizations have become increasingly aware of the need for governance processes that sit above day-to-day management and address strategic alignment and the political realities of satisfying IT's many constituencies. But how should -and do- higher education institutions govern IT? This presentation uses the results of an ECAR study of IT governance to frame an interactive session on how to mix good structural governance practices with practical politics.

How to Cite This Work: Yanosky, Ronald, and John W.
IT Engagement in Research: A View of Medical School Practice - Corporate Edition

This ECAR research study was designed in collaboration with the Association of American Medical Colleges to analyze the practices and perspectives of IT organizations that support the academic research enterprise in medical schools and colleges. As the potential of biotechnology, proteomics, informatics, computational genomics, and other IT-intensive disciplines continue to offer breakthroughs in medicine, research in these fields requires greater and higher-level technology resources for infrastructure as well as IT support and services. The study is based on the results of a web-based survey sent to 125 medical schools and colleges in the United States, as well as qualitative interviews with leaders at 10 institutions. Respondents to the survey were predominantly chief information officers or other top administrators from 50 medical institutions, yielding a response rate of 39.7 percent. The findings contained in this report echo the results of the ECAR 2006 study, IT Engagement in Research: A Baseline Study, illustrating that the role and importance of IT in research is growing, while funding and budget decisions remain difficult. A non-profit edition is available here.

Citation for This Work: Nelson, Mark R. IT Engagement in Research: A View of Medical School Practice (Research Study, Vol. 1).
Final Report: A Workshop on Effective Approaches to Campus Research Computing Cyberinfrastructure

Cyberinfrastructure has become a key enabler for scholarly research. Faculty and researchers are becoming increasingly reliant on a mix of high-performance computing and communications (HPCC) hardware, software, networking, virtual organizations, and key research computing support professionals. To help develop a greater understanding of the key campus challenges in cyberinfrastructure, NSF sponsored a workshop developed by Penn State, with assistance from Internet2, in April, 2006. This workshop brought together a combination of CIOs and high level campus technical representatives – CTOs and others with similarly broad responsibilities – to share approaches and common problems, and to strategize about ways in which they would be able to improve their respective institutions’ support for the demands of current and future research computing. Attended by almost 70 people, representing 40+ US research universities, NSF and Internet2, the workshop was well received and feedback to date indicates that it was highly valuable to the participants on several levels.

CyberInfrastructure: What, Why, How, and Who's Already Doing It

Modern cyberinfrastructure (CI) creates a “distributed computer” with resources dispersed in diverse geographic and administrative domains and the network providing the “backplane” for this computer. This session will present major players in research and education CI and will offer an overview of the CI Days program under way to assist campuses in planning and implementing CI.

The CI Days program is being developed in coordination with EDUCAUSE, Internet2, National LambdaRail (NLR), the National Science Foundation (NSF), and the Department of Energy (DOE). The NSF’s TeraGrid and the DOE’s Open Science Grid build on advanced networking to provide leading-edge collaborative computing infrastructure, Internet2 and NLR provide the enhanced network backplane infrastructure, and the NSF’s International Research Network Connections program offers international extensions. Internet2 also develops middleware tools to enable end users to reliably access CI resources, and EDUCAUSE addresses policy and funding issues involved with implementing and operating CI.

Research Mission Support

This meeting will provide a forum for discussing IT support for institutional research missions. The two broad categories of concern include support for research administration and IT support for research activities. Research administration support involves pre- and post-award support, interaction with federal grant systems, regulatory compliance, and intellectual property management. Supporting research activities includes centralized versus decentralized approaches, high-performance computing, advanced networking, and informatics, as well as enabling multidisciplinary, interdisciplinary, and interinstitutional work.

The University in a Networked Economy and Society

Presentation at the Sixth Annual ECAR/HP Summer Symposium for Higher Education IT Executives, June 11-13, 2007, Boulder, Colorado. When Yochai Benkler's book, The Wealth of Networks: How Social Production Transforms Markets and Freedom, came out, Stanford Law Professor Larry Lessig said, "This is -- by far -- the most important and powerful book written in the fields that matter most to me in the last ten years. If there is one book you read this year, it should be this." This work examines the ways in which information technology permits extensive forms of collaboration that may have transformative consequences for economy and society. Benkler's presentation outlines the characteristics of the networked information economy and the roles of collaboration and commons-based production of information, knowledge, and culture, and it suggests avenues to apply these broad trends to education and education-related policy.

International Perspectives on Research Computing

Research computing-how to respond to the increasing diverse demands for services and support for computing and networking-is commanding greater attention. Now that high-end desktop hardware is affordable and high-speed networking readily available, institutions face expanding resource demand and the need for more coordinated planning. U.S. universities are not alone in confronting this exponential demand-it is universal. This session will provide a look at how Canada, the EU, and Mexico are responding to the challenge.

International Scaling: Realizing the Potential of Grid and High-End Computing

Large-scale grids containing thousands of sites are being considered, developed, and deployed. Similarly, node counts for terascale systems have grown to tens of thousands, with petascale system likely to contain hundreds of thousands of nodes. In addition, a tsunami of new experimental and computational data poses equally vexing problems in analysis, transport, visualization, and collaboration. We must rethink traditional assumptions about software scaling, component integration, and hardware reliability. Our thesis is that the "two worlds" of software-grids and parallel systems-must meet, embodying ideas from each, if we are to build a usable and useful infrastructure. This talk describes approaches to scalable performance measurement, dynamic adaptation, and grid integration and their implications for large-scale science and engineering.

Networking Research: Trends and Issues

Networking research can be broadly categorized into two directions: understanding and improving current networks, and imagining future networks and related protocol/technology research and development. Significant research continually improves current features of the Internet, a prime example of a "future network" when it was envisioned over 30 years ago. External forces can also play a critical role in networking research (for example, the deployment of services that become popular overnight because current networks can support them). This phenomenon raises additional issues that can feed into either of the two broad directions. In this talk, I'll discuss a few historical examples and summarize the current trends and obstacles in networking research, addressing the need for both short- and long-term networking research directions.

What Researchers Want from IT

Researchers are interested in cyberinfrastructure developments because IT enables not only greater efficiency in their work but also entirely new modes of research. Theoretical insights, shifts in research practices and organization, and even a redefinition of research subjects and questions are among the fundamental and far-reaching consequences of these changes. Current trends are the latest phase of a long history of interactions among information and communication technologies, theory, and research methods for knowledge production. Today, IT units are increasingly understood to be active collaborators in the research process. In turn, engagement with research offers opportunities for IT resource development and improved relationships with other units on campus. This presentation will provide an overview of the relationships between IT and research, focusing in particular on what researchers need in the 21st-century technological environment.

IT Engagement in Research: A Baseline Study

This ECAR study explores the practices and perspectives of IT organizations that support the academic research enterprise. To collect, analyze, and distribute information across an expanding range academic disciplines and geographic locations, research efforts rely heavily on IT infrastructure, people, and a broad range of IT services. Ever-larger data sets are being collected and shared, simulations and visualization are becoming routine tools, and the co-evolution of science and computing increasingly requires scientists to have solid grounding in information management. This study reports the results of a variety of research initiatives: a literature review, quantitative and qualitative data from 328 higher education institutions (315 U.S. and 13 Canadian institutions), and five in-depth cases studies. In addition, ECAR published What Do Researchers Need? Higher Education IT from the Researcher's Perspective, to supplement this study.

Research methods, research subjects, the composition of research teams, and collaborative practices have all been affected in ways that are important to those who manage research and information technology (IT) on campuses. The boundaries of any single institution's research computing infrastructure have expanded to include regional, national, and international as well as campus-specific resources. Researchers continue to need speed, flexibility, and affordability when it comes to networking, and IT is still learning how to most effectively support the work of collaborations undertaken at a distance. This occasional paper focuses on the national research agenda, research trends, and IT from the researcher's perspective.
