Congressional Resolution Urges “Making Data Security A Top Priority”

Citing that “the number of data security breaches at colleges and universities increased over 67 percent from 2006, and the number of educational institutions affected increased over 72 percent”, H. Con. Res. 425 was submitted as a concurrent resolution expressing the sense of Congress of “the need to pass meaningful legislation to protect commercial and government data from data breaches.”  While the reported aim is to protect “commercial and government data”, the resolution acknowledges that data breaches occur in a wide range of institutions, including government, military, education, health care companies, banking, and credit and financial services.

The resolution, introduced by Rep. Michael C. Burgess (R-Texas) and Rep. Charles A. Gonzalez (D-Texas), highlights a number of facts to underscore the importance of action before the adjournment of the 110th Congress.  For example:

Security Task Force 2008–2009 Strategic Plan: "Safeguarding Our IT Assets, Protecting Our Community's Privacy"

The EDUCAUSE/Internet2 Computer and Network Security Task Force 2008-2009 Strategic Plan is now available online. The Security Task Force (STF) has adopted the theme of "Safeguarding Our IT Assets, Protecting Our Community's Privacy" for 2008-2009. The STF strategic planning process aims to anticipate higher education security issues, enabling campuses to forge joint efforts and solutions and recognizing that security challenges continue to evolve in our digital information world.

The following goals have been identified for 2008-2009 to help focus working group priorities in the near term (12-18 months):

Abstract:

The EDUCAUSE/Internet2 Computer and Network Security Task Force (STF) provides a focal point for the academic community to join together to strengthen the ability of the higher education sector to respond to growing threats to information security and to protect the privacy of our community members. This strategic plan is intended to set forth a vision for the higher education community and provide a concise roadmap to guide the efforts of the STF. This roadmap emphasizes continuous and evolutionary community investment in converting our understanding of risks and issues into solutions based on effective practices, as well as the urgent need to build the national capability across the higher education sector to respond quickly and effectively as a community to new threats and vulnerabilities.

Abstract:

Identity and access management (IAM) at USC has been a policy-driven, grassroots effort for the past five years. During that time collaborative committees with representatives from many academic and administrative units have enabled the accelerated growth of applications relying on identity data while governing the release of that data. With the backing of the university data stewards in the offices of the registrar, provost, and personnel services , policies have been implemented regarding the release of identifying sensitive information to both internal departments and external vendors. The speakers will discuss the composition of these committees, the governance policies that have been implemented, and some of the dozens of applications that have been enabled securely through this process.
