IT portfolio management at the University of Nebraska is being used to address accountability in the broadest sense: strategic decision-making, project analysis, and performance-based reporting. The practice helps decision makers objectively determine which IT projects or systems should move forward and which ones must wait, when to involve others in the decision-making process, and which resources can help managers reach the best decisions. This research bulletin describes how IT portfolio management is structured and employed at the University of Nebraska.

Abstract:In the current economic environment, the need for contingency planning is clear. Craig Aase and Gary Krueger began todevelop a financial crisis plan for Macalester College inthe summer of 2000, well before recession was a given. Tocapture the effects of a recession on the college's finances,they analyzed 25 years of Macalester's financial data toassess the relationship of institutional revenues—endowendowment, tuition and fees, and gifts—to the nation's gross domestic product (GDP) and the level of the Dow JonesIndustrial Average. Their work focused largely on theeffects of GDP and the Dow during the recessions of theearly 1980s and early 1990s and enabled them to forecastthe college's net revenues based on various recession scenarios.

Abstract:This essay is about recessions and the major policy considerations that states and institutions must face in the current economic downturn. Discussions center around the public policy implications of three major variables in the course of the essay: (1) each of the 50 states has a unique higher education system; (2) each state also has unique revenue and budgetary processes; and (3) each recession is a unique, unpredictable event with its own causes, impacts, and duration.
