The Cybersecurity Summit meetings have proven to be a useful forum to foster dialog between awardees, cybersecurity experts and NSF. NSF will provide feedback on the 2007 Summit meeting and discuss best practices in cybersecurity that might be useful to large facilities.

Abstract:

There has been much improvement in securing cyberspace in the last five years, but much still needs to be done. The Center for Strategic and International Studies (CSIS) has established a Commission on Cyber Security for the 44th Presidency, the administration that will take office in January 2009. The goal of the commission is to identify a strategy and set of recommendations for the next administration to move ahead in securing cyberspace. This session will provide a status report on the commission's work to date. It will also provide an opportunity to offer input regarding progress that has been made in the higher education sector, remaining challenges and opportunities, and the role of the federal government to help improve cybersecurity at colleges and universities.

Congressional Resolution Introduced in Support of National Cyber Security Awareness Month

The U.S. House of Representatives has introduced H. Res. 716 "expressing the sense of Congress with respect to raising awareness and enhancing the state of computer security in the United States, and supporting the goals and ideals of National Cyber Security Awareness Month." The resolution was presented by Rep. James R. Langevin (Dem-RI), chair of the Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology of the House Homeland Security Committee.

While introducing the resolution on the House floor, Rep. Langevin said:

Abstract:

This case study examines ways in which the Virginia Alliance for Secure Computing and Networking (VA SCAN) provides a blueprint for higher education institutions interested in collaboratively providing openly accessible IT security resources. VA SCAN is a partnership among five Virginia state higher education institutions and three IT security research programs that provide a repository of IT security tools, training, and consultative services to Virginia higher education institutions. All of the resources are available for free or on a cost-recovery basis. The case study was undertaken as part of ECAR's 2006 study of information technology security practices in higher education, which included a literature review, quantitative and qualitative date from 492 higher education institutions in the U.S. and Canada, input from IT security leaders and specialists, and three case studies.

Abstract:The authors discuss the need for the higher education community to come together, to ensure cyber security. Because of these perceived needs, a coalition of technology, industry, and education leaders is moving to establish a Cyber Security Forum for Higher Education. Its purpose is to create an opportunity for discussion of higher ed computer and network security issues that involve both the corporate and academic communities, with the goal of improving higher ed cyber security through mutual efforts. The forum will focus on the IT security needs of higher education while respecting the business needs of its corporate participants. The Cyber Security Forum for Higher Education and the EDUCAUSE/Internet2 Computer and Network Security Task Force support an agenda that specifically and actively addresses the security needs of colleges and universities.

Abstract:Over the last decade, the number of computers connected to the Internet has increased significantly. As a result, the discovery and exploit of a vulnerability in a major software program has become a threat to the stability of the Internet and the continuance of commerce. For example, the Blaster worm infected over 400,000 computers worldwide in less than 5 days. This level of infection occurred despite the fact that the patch that would have prevented infection had been available for over a month. At the same time, millions of copies of the SoBig.F worm spread across the Internet in one of the fastest attacks ever recorded. In fact, about one in three internet users are infected with a virus or worm every year. Moreover, research by security firm, Qualys, Inc., indicates that as the furor over a vulnerability dies down, the number of unpatched systems begins to once again increase. This leads to the chilling conclusion that worms could make second appearances, exploiting the same vulnerabilities.

So, why aren't cyber citizens patching their systems, installing firewalls and keeping their anti-virus programs up to date? What are the best tools available to increase our cyber protection? This hearing will examine the current public and private initiatives underway to educate home users and small business on basic cyber security. Among the initiatives presented will be those aimed at small business, children, older students and the average home user.
