The identity management infrastructure at Washington State University evolved piecemeal over a number of years. In 2004, a project was initiated to architect a more robust alternative. This presentation will briefly describe the legacy infrastructure, the future architecture as envisioned by the project, and the solution that has been implemented.

This 41 minute podcast features a speech from the EDUCAUSE 2007 Policy Conference. The speech is by Jim Harper, Director of Information Policy Studies at The Cato Institute, and is titled, "Identity Crisis: How Identification Is Overused and Misunderstood".

The advance of identification technology—biometrics, identity cards, surveillance, databases, dossiers—threatens privacy, civil liberties, and related human interests. In the wake of the terrorist attacks of 9/11 demands for identification in the name of security have increased. A national identification card, created by Congress in the REAL ID Act, is an example of a poor way to secure the country or its citizens. Instead of a uniform, government-controlled identification system, we need a competitive, responsive identification and credentialing industry that meets the mix of consumer demands for privacy, security, anonymity, and accountability. This session will explore the policy issues associated with identity and the implications for colleges and universities.

As Congress strives to pass legislation that would provide a uniform federal law for security breach notifications, a number of related privacy and security policy proposals are under consideration in the Congress and executive branch agencies. This panel will address topics such as preventing misuse of Social Security numbers, requirements for a personal data privacy and security programs, and measures to prevent identity theft.

2007 Policy Conference: Identity Crisis

The opening keynote speech at the 2007 Educause Policy Conference was delivered by Jim Harper, Director of Information Policy Studies at the Cato Institute. Through public policy debate, forums, and publications, the Cato Institute strives to broaden public access to government policy with particular emphasis on the role of limited government, individual liberty, and free markets. This speech, entitled "Identity Crisis: How Identification is Overused and Misunderstood", uses the REAL ID Act as a springboard for discussion about the need for competitive, responsive identification that protects individual privacy and civil liberties. This podcast has a runtime of approximately 40 minutes.
