One of the report's recommendations was the formation of a standing committee comprised of academics and members of the national security agencies. It turns out that the FBI had already heeded similar advice—back in 2005."

Through the use of a hypothetical international research collaboration between a U.S. university and various foreign universities and governments, a means for analyzing the applicable export control laws will be set out and applied. The applicability of export control laws to computer programs and computers on campus (including encryption software) will also be discussed.
