Climate Change, Campus Commitments, and IT

This ECAR research bulletin analyzes how several IT offices, largely at Maryland colleges and universities, are responding to the challenges issued in the American College & University Presidents Climate Commitment (ACUPCC) initiative. Since it is early in developing a response to ACUPCC commitments, the bulletin also examines what these institutions intend to do in the near future. ACUPCC was organized to galvanize the U.S. higher education community to understand and act on issues surrounding climate change and sustainability. In support of this study, the authors interviewed chief information officers at 18 Maryland higher education institutions whose presidents had signed the ACUPCC at the time of the study (twelve public four-year institutions and non-degree granting research centers in the USM, four private four-year institutions, and two community colleges), as well as a representative from the University of Pennsylvania.

Citation for this work: Balakrishnan, Suresh, and Donald Z.

This ECAR research bulletin discusses the role cyberinfrastructure will play as higher education evolves. Changes in the job markets, in higher education research and teaching, and in emerging academic disciplines are having a direct impact on, and will be directly impacted by, information technologies. As high-level national councils acknowledge, higher education has an enormous stake in these crucial and sweeping changes.

Citation for this work: Dede, Chris. “Cyberinfrastructure and the Evolution of Higher Education” (Research Bulletin, Issue 18).
Dynamics of Supporting Sakai Through Local and Global Collaboration

This ECAR research bulletin discusses the adjustments that the Indiana University information technology organization made, and continues to make, in order to support membership in Sakai. It has been said that supporting Sakai can seem like trying to change a tire on a moving car. As co-founder of and active participant in the Sakai collaboration, the effects of IU’s decision—the unexpected, the challenging, and the delightful—are discussed in terms of the intra- and interuniversity realities of highly collaborative efforts.

Citation for this work: Goodrum, David, Jan R.
Developing and Extending a Cyberinfrastructure Model

This research bulletin explores how to develop, deploy, and extend cyberinfrastructure assets within higher education—both within and across institutions. As research becomes increasingly computational, data-intensive, and interdisciplinary, innovative approaches for functional cyberinfrastructure models become ever more important. This bulletin describes a model that was developed at one institution and then deployed across institutions, with the goal of addressing issues as diverse as the need for simulation systems rather than wet labs, insufficient computational research support to help an institution compete for top-notch faculty, and astronomical spikes in power and cooling demands.

Citation for this work: Alvarez, Rosio. “Developing and Extending a Cyberinfrastructure Model” (Research Bulletin, Issue 5).
Supporting Knowledge Creation: Using Wikis for Group Collaboration

This research bulletin examines the wiki philosophy and how it fits within the Web 2.0 context. While wikis offer a number of benefits for supporting knowledge creation in collaborative groups, the literature suggests a strong need to establish conventions to enable long-term success. Based on an extensive literature review, the results of a research project into blog and wiki use in Australian libraries, and evaluations of the wiki installation of the RUBRIC Project sponsored by the Australian Commonwealth Department of Education, Science, and Training, the bulletin also examines how wiki technology can enable the online collaborative process.

Citation for this work: Watson, Kate, and Chelsea Harper. "Supporting Knowledge Creation: Using Wikis for Group Collaboration" (Research Bulletin, Issue 3).
IT Engagement in Research: A View of Medical School Practice - Corporate Edition

This ECAR research study was designed in collaboration with the Association of American Medical Colleges to analyze the practices and perspectives of IT organizations that support the academic research enterprise in medical schools and colleges. As the potential of biotechnology, proteomics, informatics, computational genomics, and other IT-intensive disciplines continue to offer breakthroughs in medicine, research in these fields requires greater and higher-level technology resources for infrastructure as well as IT support and services. The study is based on the results of a web-based survey sent to 125 medical schools and colleges in the United States, as well as qualitative interviews with leaders at 10 institutions. Respondents to the survey were predominantly chief information officers or other top administrators from 50 medical institutions, yielding a response rate of 39.7 percent. The findings contained in this report echo the results of the ECAR 2006 study, IT Engagement in Research: A Baseline Study, illustrating that the role and importance of IT in research is growing, while funding and budget decisions remain difficult. A non-profit edition is available here.

Citation for this work: Nelson, Mark R. IT Engagement in Research: A View of Medical School Practice (Research Study, Vol. 1).
IT Engagement in Research: A View of Medical School Practice Roadmap

This ECAR roadmap synthesizes the important issues and recommended actions drawn from the 2008 study, IT Engagement in Research: A View of Medical School Practice, by Mark R. Nelson. The study is based on the results of a January 2007 web-based survey sent to 125 medical schools and colleges in the United States, as well as qualitative interviews with leaders at 10 institutions.

Citation for this work: Albrecht, Bob, and Judith A.
IT Engagement in Research: A View of Medical School Practice

Multimedia Services: Strategic Assets for Institutional Success

This research bulletin surveys the chief components of contemporary multimedia services in colleges and universities and describes some emerging practices for deploying and sustaining them in an increasingly digital and user-centered world. It includes a review of recent experiences in three smaller and two larger institutions. As audio, video, and instructional technologies converge, and as faculty and student expectations for these resources escalate, multimedia services are emerging as the next major arena in which technology and other campus leaders will find their way to standard practices that leverage these strategic assets for institutional success.

Disaster Recovery: A Multi-Institutional Collaboration at the University of California System

This case study complements the 2007 ECAR study by Philip J. Goldstein, IT Collaboration: Multi-Institutional Partnerships to Develop, Manage, and Operate IT Resources. Researchers undertook this case study to understand the benefits of multi-institutional development of a ubiquitously needed IT service. By leveraging emerging technology, procurement opportunities, and internal resources, the University of California Office of the President and University of California, San Diego were able to develop a complex disaster recovery solution involving the joint hosting and comprehensive mirroring of each location’s mainframe and non-mainframe computing environments.

The Kuali Group: Effective Practices and Structures Foster a Successful Collaboration

This case study complements the 2007 ECAR study by Philip J. Goldstein, IT Collaboration: Multi-Institutional Partnerships to Develop, Manage, and Operate IT Resources. Researchers undertook this case study to understand the methods and practices used to manage ongoing collaborative activity and how the Kuali group partners plan for the sustainability of their collaboration. The case study highlights the collaborative nature of the Kuali Project to meet its goal of building a suite of administrative software, rather than the project’s history, structure, or operations.

Next Generation Administrative Systems: Philosophy, Principles, and Technology

It is time to think differently about administrative systems in colleges and universities. Using the Kuali Student Service System as an illustration, this ECAR research bulletin discusses a vision, and a set of functional and technical principles, for the next generation of administrative systems. Although the vision and principles are being developed for a new student system, they can serve as a framework for the development of an administrative system in any area of higher education. They are also a guide to what to look for in planning to select and implement a next generation vendor-supplied administrative system.

The University in a Networked Economy and Society

Presentation at the Sixth Annual ECAR/HP Summer Symposium for Higher Education IT Executives, June 11-13, 2007, Boulder, Colorado. When Yochai Benkler's book, The Wealth of Networks: How Social Production Transforms Markets and Freedom, came out, Stanford Law Professor Larry Lessig said, "This is -- by far -- the most important and powerful book written in the fields that matter most to me in the last ten years. If there is one book you read this year, it should be this." This work examines the ways in which information technology permits extensive forms of collaboration that may have transformative consequences for economy and society. Benkler's presentation outlines the characteristics of the networked information economy and the roles of collaboration and commons-based production of information, knowledge, and culture, and it suggests avenues to apply these broad trends to education and education-related policy.

Multi-Institutional IT Collaboration

Presentation at the Sixth Annual ECAR/HP Summer Symposium for Higher Education IT Executives, June 11-13, 2007, Boulder, Colorado. In 2006, ECAR distributed three surveys: the first was designed simply to ascertain whether the responding institution collaborated in significant ways; the second asked responding collaborators to describe their experiences, views, outcomes, concerns, and readiness with and for collaborations; and the third asked self-identified non-collaborators in IT to describe the barriers to collaboration they face, the cultural assumptions and beliefs of their institutions, and their views about the possible future for IT collaboration at their institutions. The survey responses offer a rich snapshot of how and when colleges and universities collaborate, the nature of the collaborations themselves, and a sense of the effectiveness of IT collaborations in higher education.

IT Collaboration: Multi-Institutional Partnerships to Develop, Manage, and Operate IT Resources Roadmap

This ECAR roadmap synthesizes the important issues and recommended actions drawn from the 2007 study, IT Collaboration: Multi-Institutional Partnerships to Develop, Manage, and Operate IT Resources. The study explores multi-institutional collaboration in terms of the types of information technology (IT) collaborations in higher education and the practices associated with positive outcomes. It is based on a literature review to identify issues and develop research questions; a screening survey of 586 colleges and universities to distinguish collaborators from non-collaborators; a follow-up survey tailored for 157 institutions presently engaged in at least one form of collaboration and a separate follow-up survey tailored for 113 institutions that have elected not to participate in IT collaborations; qualitative interviews with IT leaders from 30 institutions including both collaborators and non-collaborators; consultation with a select group of chief information officers who are extensively engaged in collaboration; and two in-depth case studies that look at how collaborators form, manage, and sustain their ventures.

IT Collaboration: A Preview of Findings from the 2007 ECAR Study

This ECAR research bulletin addresses a unique strength of higher education: its commitment to sharing ideas and promoting open access to knowledge. These values shape IT in higher education as well, as evidenced by many high-profile collaborations such as the Internet, Internet2, and open or community source applications such as Sakai and Kuali. Institutions work with one another on a broad range of projects and services including wide area networking, shared data centers, or disaster recovery. Some institutions share staff, while others outsource their IT operation to a fellow institution. Using findings from the 2007 ECAR study on IT collaboration, this bulletin explores the challenges that suggest that collaboration may become an even more prevalent strategy in the future.

Considering Open Source: A Framework for Evaluating Software in the New Economy

Open source software and the community source movement are raising questions for administrators about whether and when to adopt or devote resources to software development projects, provoking questions of sustainability, future directions, and total cost of ownership. This research bulletin frames the issues an institution should consider with respect to adding community source products to the portfolio of software, infrastructure, and services that constitute the IT environment.

The Virginia Alliance for Secure Computing and Networking (VA SCAN): A Statewide Collaborative IT Security Resource

This case study examines ways in which the Virginia Alliance for Secure Computing and Networking (VA SCAN) provides a blueprint for higher education institutions interested in collaboratively providing openly accessible IT security resources. VA SCAN is a partnership among five Virginia state higher education institutions and three IT security research programs that provide a repository of IT security tools, training, and consultative services to Virginia higher education institutions. All of the resources are available for free or on a cost-recovery basis. The case study was undertaken as part of ECAR's 2006 study of information technology security practices in higher education, which included a literature review, quantitative and qualitative date from 492 higher education institutions in the U.S. and Canada, input from IT security leaders and specialists, and three case studies.

Working Together: Multi-Institutional Efforts to Develop and Deliver Technology Services

This September 2006 screening survey seeks to understand how higher education institutions collaborate to develop and deliver essential technology services. Before tackling a topic this broad, ECAR must better understand the landscape for collaboration. This survey assesses whether institutions are involved in a collaboration or agreement to purchase services from (or sell them to) other institutions today.

IT Engagement in Research: A Baseline Study - Key Findings

This ECAR Key Findings explores the practices and perspectives of IT organizations that support the academic research enterprise. To collect, analyze, and distribute information across an expanding range academic disciplines and geographic locations, research efforts rely heavily on IT infrastructure, people, and a broad range of IT services. Ever-larger data sets are being collected and shared, simulations and visualization are becoming routine tools, and the co-evolution of science and computing increasingly requires scientists to have solid grounding in information management.

IT Engagement in Research: A Baseline Study

This ECAR study explores the practices and perspectives of IT organizations that support the academic research enterprise. This study reports the results of a variety of research initiatives: a literature review, quantitative and qualitative data from 328 higher education institutions (315 U.S. and 13 Canadian institutions), and five in-depth cases studies. In addition, ECAR published What Do Researchers Need? Higher Education IT from the Researcher's Perspective, to supplement this study.

What Do Researchers Need? Higher Education IT from the Researcher’s Perspective

Research methods, research subjects, the composition of research teams, and collaborative practices have all been affected in ways that are important to those who manage research and information technology (IT) on campuses. The boundaries of any single institution's research computing infrastructure have expanded to include regional, national, and international as well as campus-specific resources. Researchers continue to need speed, flexibility, and affordability when it comes to networking, and IT is still learning how to most effectively support the work of collaborations undertaken at a distance. This occasional paper focuses on the national research agenda, research trends, and IT from the researcher's perspective.

CHEMA Looks at the Future of Higher Education, 2006

This survey instrument is part of a project sponsored by CHEMA to look at the future of higher education from the perspective of its members. The project will examine how the executives who lead higher education's support functions anticipate that higher education will change over the next 10 years. It will identify the drivers of change and discuss the types of opportunities and threats these leaders foresee for higher education, their institutions, and their functional areas. The research will look at how some of these forces are creating change across multiple functional areas. To the extent that change is anticipated, we will also examine how prepared institutions are to manage change. Finally, the project will identify areas in which these leaders believe higher education can act to shape its own future. The project will be conducted by a research team from the EDUCAUSE Center for Applied Research (ECAR).

Infrastructure and Practices to Facilitate Research Collaboration

Presentation at the Fourth Annual ECAR/HP Summer Symposium for Higher Education IT Executives, July 13-15, 2005, New Castle Island, New Hampshire. The potential for IT to take research to new levels depends on our ability to acquire, manipulate, store, render, visualize, archive, and transport unimaginable amounts of data. Realizing this potential also depends on human factors, especially the capacity of researchers from different disciplines to assemble virtually and face-to-face to interpret findings from a variety of perspectives. Ferri manages the new Synthesis Center at the San Diego Supercomputer Center and shares insights about how environments there are being organized to foster dialogue across disciplines.

Pivot Points: Setting the Scenario for the IT Future

Presentation at the Fourth Annual ECAR/HP Summer Symposium for Higher Education IT Executives, July 13-15, 2005, New Castle Island, New Hampshire. This presentation and discussion explore the pivot points around which transition in the roles of, and opportunities for, IT in colleges and universities are taking place. It addresses such questions as: How are changes in the national research agenda affecting IT? How do innovations in research methods interact with those in IT? Can (or should) IT units keep a distance from interdisciplinary tensions and collaborations within their institutions? And how can faculty research needs be tapped?

Developing an Institutional Perspective on the Information Technology Function: The Case of Cornell University

This case study examines how Cornell University took an institutional approach to analyzing and determining how IT services, investments, and costs are shared across units of the university. It addresses questions that include, How can a complex and decentralized university make more effective use of its IT resources? How can the central IT organization influence the behavior of academic units that create, and then jealously guard, their isolated pockets of IT activity? How can an institution measure the full scope of information technology costs and benefits within departments, schools, and administrative units?
