 <title>Beyond Being There: A Blueprint for Advancing the Design, Development, and Evaluation of Virtual Organizations </title>

 <description>&lt;p&gt;This report is based primarily on a workshop involving 42 people from academia and industry.&lt;br /&gt;The goal of the workshop was to share systematic knowledge about the components, characteristics,&lt;br /&gt;practices, and transformative impact of effective VOs; identify topics for future research that will&lt;br /&gt;inform the ongoing design, development, and analysis of VOs for science and engineering research&lt;br /&gt;and education; and create a new cross-disciplinary VO research community to conduct research across&lt;br /&gt;a range of important topics. A subsequent workshop brought together more than 200 practitioners and&lt;br /&gt;VO researchers to discuss how to build effective virtual organizations, and some of the material from&lt;br /&gt;that workshop is represented here.&lt;/p&gt;</description>

 <description>&lt;p&gt;Check out this innovative series of multi-site symposia, organised by the Australian Council for Educational Research and &lt;em&gt;education.au&lt;em&gt;, which runs until 12 June. Mark Pesce&#039;s key note, &#039;Those Whacky Kids&#039;, will raise your eyebrows and make you think.&lt;/p&gt;&lt;p&gt;The symposia theme is &quot;to explore and illuminate the possibilities and the realities of the implementation of the Digital Education revolution (DER).&quot; Now, I think I get it with regards to the digital revolution, but I have to say, &quot;DER&quot; strikes me as a somewhat pointless acronym, and an unintentionally humorous one at that. More creative thinking hats, and more collaborative events like this one, please -- and less acronyms.</description>

 <title>Higher Education IT and Cyberinfrastructure: Integrating Technologies for Scholarship Roadmap</title>

 <description>&lt;p&gt;This ECAR roadmap synthesizes the important issues and recommended actions drawn from the 2008 study, &lt;em&gt;Higher Education IT and Cyberinfrastructure: Integrating Technologies for Scholarship&lt;/em&gt; , by Mark C. Sheehan. The ECAR research study explores higher education’s involvement in five areas of research-related information technologies: high-performance computing resources, cyberinfrastructure applications and tools, data storage and management resources, advanced network infrastructure resources, and resources for collaboration within virtual communities.  <description>&lt;p&gt;Leading Ahead of the Curves&lt;/p&gt;&lt;p&gt;Brad Wheeler, Vice President for IT and CIO, Dean, &amp;amp; Professor, Indiana University&lt;/p&gt;&lt;p&gt;[EDUCAUSE Midwest Regional Conference Closing General Session, March 19, 2008]&lt;/p&gt;&lt;p&gt;&lt;em&gt;The slides for this keynote are available at http://www.educause.edu/upload/presentations/MWRC08/GS02/Leading-Ahead-of-the-Curves-Wheeler20080319_inked.ppt&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;A podcast of the session is available at http://connect.educause.edu/blog/gbayne/podcastleadingaheadofthec/46500&lt;/em&gt;&lt;/p&gt;&lt;p&gt;NOTES&lt;/p&gt;&lt;p&gt;Brad Wheeler began his talk on technology leadership with reminisces beginning in 1993 when he was an associate professor at the University of Maryland and Mosaic was the hot new tool and the Web took off.&lt;/p&gt;&lt;p&gt;Adapting the well-known &amp;#8220;and then a miracle occurs&amp;#8221; cartoon,&amp;#160; he changed the text on the blackboard to show a sketch of &amp;#8220;Campus Cyberinfrastructure&amp;#8221; -&amp;gt; &amp;#8220;then a miracle occurs&amp;#8221; -&amp;gt; &amp;#8221;Cloud Computing Nirvana&amp;#8221; and said that we can be the miracle in leading ahead of the curves but we need more explicit information in the miraculous step 2.&amp;#160;&lt;/p&gt;&lt;p&gt;The Curves we must lead ahead of and balance are:&lt;/p&gt;&lt;ul&gt;	&lt;li&gt;Technical possibility is where coolness is the key factor.&amp;#160; Investors for innovations keep the frontier moving forward. &amp;#160;&amp;#160;However, for a CIO, technical possibility is not the question but rather technical maturity.&amp;#160; When charted against time you end up with a set of steps up rather than a smooth curve.&lt;/li&gt;	&lt;li&gt;Social desirability is where &amp;#8220;Gotta have it&amp;#8221; is the key factor.&amp;#160; Social expectation is now a flat line at the top of the chart.&amp;#160; Millennials want new technologies immediately.&amp;#160; When academic organizations say that you can only upgrade and make changes every few years there are questions to answer for when you can test and when you can deploy&amp;#160; -&amp;#160; we can&amp;#8217;t always wait those few years before implementing.&amp;#160; The curve is really a set of steps again.&amp;#160; The CIO needs to decide where and when it&amp;#8217;s right to buy-in to the new technology.&lt;/li&gt;	&lt;li&gt;Economic Feasibility is a matter of dollars where, over time, a product becomes less expensive so you do have a downward curve.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Wheeler has a box where he keeps prognostications and quoted an article in Campus Technology (Oct 23 2007) about five factors they said will have a synergistic effect.&amp;#160; There are many who provide these predictions but because of the fog factor we begin to dismiss them.&amp;#160; He described how CIOs feel as Edvard Munch&amp;#8217;s 1893 painting The Scream.&lt;/p&gt;&lt;p&gt;Wheeler said the main question is:&lt;/p&gt;&lt;p&gt;&amp;#8220;Can our actions substantively affect the shape of the curves or do we just adapt as they are revealed?&amp;#8221; and asked are we only an industry that reacts to the curves or do we have the wisdom and ability to shape the curves?&lt;/p&gt;&lt;p&gt;His Curve bending examples were&lt;/p&gt;&lt;ul&gt;	&lt;li&gt;open educational resources/scholarship&lt;/li&gt;	&lt;li&gt;search of certitude&lt;/li&gt;	&lt;li&gt;community source&lt;/li&gt;	&lt;li&gt;licensing terms&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;Leading ahead of the curve loops us back to Scholarship 2.0 and the rise of IT, digital repositories, and electronic collaboration in achieving and improving the quality of the scholarly endeavors of research, teaching, learning, and service.&lt;/p&gt;&lt;p&gt;He closed by saying that we need to come together and collectively be the miracle to lead ahead of the curve.&lt;/p&gt;&lt;p&gt;In the Q&amp;amp;A, Wheeler answered questions on&lt;/p&gt;&lt;ul&gt;	&lt;li&gt;supporting those who still want face-to-face&lt;/li&gt;	&lt;li&gt;how to leverage across campuses (higher education) so everyone benefits including less wealthy institutions&lt;/li&gt;	&lt;li&gt;outsourcing email and integration of applications&lt;/li&gt;	&lt;li&gt;open vs commercialization of courses.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;=======================&lt;/p&gt;&lt;p&gt;&lt;em&gt;The slides are available at http://www.educause.edu/upload/presentations/MWRC08/GS02/Leading-Ahead-of-the-Curves-Wheeler20080319_inked.ppt&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;The podcast is available at http://connect.educause.edu/blog/gbayne/podcastleadingaheadofthec/46500&lt;/em&gt;&lt;/p&gt;</description>

 <title>Developing and Extending a Cyberinfrastructure Model</title>

 <description>&lt;p&gt;This research bulletin explores how to develop, deploy, and extend cyberinfrastructure assets within higher education&amp;#8212;both within and across institutions. As research becomes increasingly computational, data-intensive, and interdisciplinary, innovative approaches for functional cyberinfrastructure models become ever more important.  <title>NJVid - A Statewide Video-on-Demand Repository</title>

 <description>&lt;p&gt;The Institute of Museum and Library Services (IMLS) has awarded a 3-year grant for nearly a million dollars to a partnership between William Paterson University, Rutgers University Libraries and NJEDge.Net to develop and deploy a statewide academic video-on-demand repository. The digital video repository (Fedora Commons-based) will he housed in the core of the NJEDge network and will provide &amp;quot;lectures-on-demand&amp;quot;, licensed commercial videos, and locally owned videos. A Video Commons collection will be publically available including history, lectures from notables, and video documenting research and scientific advances. NJVid is notable for providing a statewide video strategy to accommodate any type of organization-higher education, K12, public libraries, museums and archives. A substantial part of this project will provide the resources to develop a statewide Shibboleth-based Identity management infrastructure, supporting statewide network authentication and authorization that can be used for many content resources. This presentation will describe the open source architecture and middleware applications that are under development. Much effort will be expended for an extensible approach that can be implemented by other statewide or consortial video initiatives.&lt;/p&gt;</description>

 <title>Cyberinfrastructure and Emerging Scientific Data and Knowledge Systems</title>

 <description>&lt;p&gt;Scientific progress and discovery increasingly hinge upon analysis of a wide variety of data sources. With these datasets growing ever larger and more complex, we are increasingly challenged in the areas of management, preservation, integration, and access to high-level services that facilitate inquiry and hypothesis testing. We are also seeing an increase in geographically distributed resources. For science to advance, we must develop new knowledge-based environments that allow researchers to easily query and analyze vast holdings of diverse, distributed data. NCAR has joined a number of collaborations aimed at addressing critical science and societal challenges, ranging from the Intergovernmental Panel on Climate Change (IPCC), the International Polar Year, regional climate modeling, solar-terrestrial science, digital preservation, and more. We will survey these areas, discuss some of the challenges we face in developing effective cyberinfrastructure, and briefly touch on the important migration towards &amp;quot;science gateways&amp;quot; and knowledge-based environments.&lt;/p&gt;</description>

 <title>When Authorship Isn&#039;t Enough: Lessons from CERN on the Implications of Formal and Informal Credit Attribution Mechanisms in Collaborative Research</title>

 <description>&lt;p&gt;As research collaborations grow in size, scope, and time horizon, they increasingly resemble organizations in and of themselves. The traditional institutional structure of science, however, is fundamentally focused on individual scientists. Reconciling these novel research organizations with traditional structures has proven a difficult challenge for the high energy physics community, which has a longstanding tradition of large collaborations. In this paper I draw on interview data gathered in this community to explore the issues of authorship and credit attribution, with an eye toward extrapolating lessons for those in other disciplines. Results suggest that authorship practices in physics are fundamentally problematic in several respects, and that this stems in part from a need to recognize multiple types of contributions. &lt;/p&gt;</description>

 <description>&lt;p&gt;Flickr is a photo-sharing website where anyone can upload and tag photos, browse others&#039; photos, and add comments and annotations. Users can create photo sets and collections to manage content and participate in topical groups to cultivate a sense of community. Although Flickr is ostensibly for photos, the site might more aptly be described as a venue for sharing experiences and building relationships. The site provides the tools, but the value derives from the contributions of the user community -- photos, comments, ratings, and organization -- and the connections that the site facilitates between individuals.  <title>Supporting Knowledge Creation: Using Wikis for Group Collaboration</title>

 <description>&lt;p&gt;This research bulletin examines the wiki philosophy and how it fits within the Web 2.0 context. While wikis offer a number of benefits for supporting knowledge creation in collaborative groups, the literature suggests a strong need to establish conventions to enable long-term success.  <title>Enhancing Graduate Education: A Fresh Look at Library Engagement</title>

 <description>&lt;p&gt;Over 100 librarians, administrators, faculty, and other members of the academic community concerned about issues relating to graduate education convened in Washington DC on October 12, 2007, to participate in the forum &amp;quot;Enhancing Graduate Education: A Fresh Look at Library Engagement.&amp;quot;2 Sponsored by the Association of Research Libraries (ARL) and the Coalition for Networked Information (CNI), the event promoted engagement in conceptualizing the library&#039;s evolving role in graduate education, and it encouraged academic libraries to begin considering new ways to partner with the broader graduate studies community. The forum was inspired by the Council of Graduate Schools 2007 report, Graduate Education: The Backbone of American Competitiveness and Innovation,3 which examines the current state of graduate education and how it influences the positioning of the United States in the global economy. Asserting the need for cooperation across education, business, and policy sectors, the report emphasizes the need to strengthen and promote an educational model that will &amp;quot;enhance US innovation and national security in the 21st century.&amp;quot;4 The report&#039;s authors emphasized essential cooperation across sectors, enhanced flexibility within institutions of higher education, and focus on interdisciplinarity and globalization, themes that were equally dominant throughout the daylong&lt;br /&gt;forum.&lt;/p&gt;</description>

 <title>IT Engagement in Research: A View of Medical School Practice - Corporate Edition</title>

 <description>&lt;p&gt;This ECAR research study was designed in collaboration with the Association of American Medical Colleges to analyze the practices and perspectives of IT organizations that support the academic research enterprise in medical schools and colleges. As the potential of biotechnology, proteomics, informatics, computational genomics, and other IT-intensive disciplines continue to offer breakthroughs in medicine, research in these fields requires greater and higher-level technology resources for infrastructure as well as IT support and services. The study is based on the results of a web-based survey sent to 125 medical schools and colleges in the United States, as well as qualitative interviews with leaders at 10 institutions. Respondents to the survey were predominantly chief information officers or other top administrators from 50 medical institutions, yielding a response rate of 39.7 percent. The findings contained in this report echo the results of the ECAR 2006 study, &lt;em&gt;IT Engagement in Research: A Baseline Study&lt;/em&gt;, illustrating that the role and importance of IT in research is growing, while funding and budget decisions remain difficult.  <title>Large Scale Collection and Sanitization of Network Security Data: Risks and Challenges</title>

 <description>&lt;p&gt;&amp;quot;Over the last several years, there has been an emerging interest in the development of wide-area data collection and analysis centers to help identify, track, and formulate responses to the ever-growing number of coordinated attacks and malware infections that plague computer networks worldwide. As large-scale network threats continue to evolve in sophistication and extend to widely deployed applications, we expect that interest in collaborative security monitoring infrastructures will continue to grow, because such attacks may not be easily diagnosed from a single point in the network. The intent of this position paper is not to argue the necessity of Internet-scale security data sharing infrastructures, as there is ample research [13, 48, 51, 54, 41, 47, 42] and operational examples [43, 17, 32, 53] that already make this case. Instead, we observe that these well-intended activities raise a unique set of risks and challenges.&lt;br /&gt;We outline some of the most salient issues faced by global network security centers, survey proposed defense mechanisms, and pose several research challenges to the computer security community. We hope that this position paper will serve as a stimulus to spur groundbreaking new research in protection and analysis technologies that can facilitate the collaborative sharing of network security data while keeping data contributors safe and secure.&amp;quot;&lt;/p&gt;</description>
