 <description>Gretchen makes many valid points, but I think is one of the most important is that institutions, by playing the game of not sharing resources to avoid any closer scrutiny, may very well be setting the stage for failure if any institution ever does try to share more openly. Fair use is not an easily defined right, and one that must be protected with more vigor and bravery then most are willing to put in. I hope that as our digital collections grow, and our institutions realize their value but also their cost, they will look for practical ways to share any commonly held content and focus on what is unique to each.</description>
