Abstract:This article details an interview with Rick Boucher, a Democrat representing the rural 9th District of Virginia, who has introduced a bill to restore some of the fair-use rights taken away by the Digital Millennium Copyright Act. He thinks tech companies shouldn't be held liable for products that can be used for unlawful purposes, like pirating media and also supports government sponsorship of universal broadband.
