Abstract:To address requirements for a fair and sustainable network cost-recovery process that enables a nonrestrictive network service, Cornell has implemented a new network billing model. The strategy includes usage-based billing to more than 25,000 university faculty, staff, and students for consumption of Cornell's wide-area network resource.
