| Abstract: | "Last year, a proposal in Congress to require all federally supported research to be placed online, freely available, attracted considerable attention and debate — and ultimately stalled. This year, a measure that is narrower — it would apply only to research supported by the National Institutes of Health — appears within reach of passage. " |

If the public is paying for it, we should have access to it. However, I don't think someone should have to provide open access during the process of creating the research documentation but only once it is completed. We don't want bureaucratic red tape slowing down progress when it comes to learning new things.
