Abstract:Canada and Japan are consistently ranked among the top countries of the world in broadband adoption. What we can learn from them about issues like municipal networks, public-private partnerships, telecommunications regulation, common carriage, and net neutrality? Dr. Geist and Takashi Ebihara will compare and contrast these issues with those in their own countries and give an "outsiders" view of the telecommunications debate within the United States.

Abstract:Net neutrality has become one of the most hotly debated topics in the telecommunications reform package before Congress. The assurance that networks will remain open to all legal content and applications for both consumers and providers is seen as key to maintaining the Internet as we know it. Yet, network operators, who make the investment in the underlying infrastructure, feel they should be able to operate their networks without "unnecessary" government mandates. This panel will present the viewpoint of both side and offer the audience a glimpse at what is actually happening in Congress.

Abstract:At the Networking 2000 Conference in Washington D.C., the Honorable Bob Goodlatte (R-Virginia) United States Congress, gave a keynote address which expressed his concerns with the issues of Internet access, content, and security. This was followed by a panel discussion in which representatives of the major political parties and governors' association described their vision of the federal government's role (if any) in shaping how IT affects our daily lives. Panelists included: Jeri Clausing, Editor/Reporter, New York Times; Thom Rubel, Program Director for State IT, National Governor's Association; and Jim Wilkinson, Director of Communications, National Republican Congressional Committee.
