I've seen this issue when the destination account doesn't have enough space to take the transfer.

We have also recently encountered this and the main issue is currently Colab is not a core service. We are also on the free version. The only insight we have found on this was that the notification just began yesterday and there is supposed to at some point be a toggle in our admin panels, our instance, ...
