The only way I think you'd really possibly notice a difference is if you had end users sitting next to each other checking to see when the emails get to them. It is best practice to turn this feature on for all mail users.

Anything you are authenticating with a user account can use an App password for, although we do recommend against authenticating with a user account for SMTP relays. My understanding is that if you have Google Bard turned off in your domain they will not be able to use their edu domain to log in.
