That's an interesting question. It does not look to be possible within the same rule. You could create a rule for rerouting the messages, and also a compliance rule to quarantine them, but I'm not sure which order these would get evaluated in or whether both would work.

Similar to others, we too have already gone down the path of using quotas at the OU level, and groups for overriding as needed. The real issue for us is determining what the quotas should be.
