We're in the same situation (using Shib+Duo). Super admin of course are already exempt from SSO (and hence use Google passwords + Google 2fa). In answer to your two questions directed at me: We started moving suspended accounts into a suspended OU with a zero megabyte quota a month or two ago, with a gam script that runs daily, via cron. We've started automatically moving suspended accounts into a suspended OU where the default storage quota is zero megabytes.
