There is also a retention setting for OneDrive sites post account deletion. It would be interesting if those deleted sites also didn't count towards the storage limit. Ours is set to two years. (!) If we uncheck the box to prevent users from creating SharePoint sites, then yes, only admins can make sites, but that doesn't affect Teams, Groups, or the other product lines.
