I have found much of this depends on the organizations culture. Some campuses don't take kindly to feeling like they "are being tricked." The goal of this is to raise awareness and reduce risk so at my last entity, we were very transparent and tried to make it fun.. fun sticks better than the negatives ...

We use Beyond Trust. If an employee attempts to install something not on the approved/allow list it triggers a pop up that asks for the business justification and opens a ticket in our Service Now system.
