Thanks John This is a good thing for everyone to know. It's not just for the storage policy, this is the case for anywhere that you want to have different settings based on groups. Also, just to add the new Dynamic Groups also do not appear as groups you can use for settings either.

For each department you setup Google Groups for Deans, Dept Chairs, Admins, Faculty etc.. Then you setup the Shared Drives folder structure and ...

We looked at this years ago and we ultimately decided it wasn't worth the trouble. The web interface for Google Drive was perfectly fine for anything the students needed to do in the Labs.
