Yes, pretty much for each building. I do group some together if the total does not exceed 250. Its not totally balanced out, but fairly close. I set the limit for my site tags at 250 APs. I observed when I broke my site tags up by buildings the cpu utilization was much more manageable. We do a captive portal on out guest SSID but only so they can see the disclaimer that they can get kicked off if their device becomes a bad actor. Once they click the accept they are on the network.
