We have Belkin and StarTech dongles. We also use TB3 Dell Docking stations. Crazy that it happened on a reimage and new machine.

We have several things have been resolving this issue, but haven't narrowed down what the cause is. Some people reboot and then they're fine. Bind and rebind to the domain works for a few.
