Twilio +1 Previous HE institution, we set up Twilio so our monitoring system could send SMS messages instead of relying on SMS gateways. The SMS gateways failed on us several times and the cell providers were not of any help. We were very happy with it. Hope this helps. Rodolfo

Might be answering late but we experimented using gitlab pipelines and Terraform to deploy GCP infrastructure.
