The Copilot that is set to show up in November is Windows Copilot. I found the attached chart extremely handy in understanding where each of the Copilot flavors fit into the equation.

As of earlier this week our Microsoft account team said no plans have been made regarding the EDU options for M365 Copilot so it seems maybe there is conflicting information out there. I'm not aware of a way to restrict who can create SharePoint sites (either all on or all off) but you can control who can create Teams. Manage who can create Microsoft 365 Groups | Microsoft Learn
