Whoops, sorry, correction: specifically in the case of Photos, it is possible to get some sense of who's using it, because you can see who is using storage space in Photos, but there's no way to see if someone is actually using it, or if they're using it just to access stuff shared with them by others. ...

It's a consumer app (non-core), so no, there's no way to tell-that's true for all non-core apps, including things like Photos and YouTube...

What we do is just track Volunteers as an affiliate type in our HR system, like visiting scholars or postdocs other similar folks. When you request that someone be made a volunteer, you have to provide an expiration date, with a maximum of one year (renewable of course). Cheers,

What sort of "files" are they referring to? Google Sheets? Excel? Something else? I use queries and pivot tables and similar in Sheets constantly, they don't get deleted if someone else opens the file. If they're referring to Excel files, I'm not sure.
