issue resolved by creating user vlan SVI's on controller and defining dhcp helpers under them. Somehow the uplink Juniper switch was dropping dhcp packets because of dhcp-snooping being enabled. We couldn't turn off the dhcp-snooping on Juniper due to some reasons hence i have to proceed with this option. ...
